Largely because an independent isn’t bound by the parts supply and instruction that a dealer is. If Skoda don’t provide a repair kit (which they do for some turbos) then they can’t do it. And that maybe as simple as the manufacturer of the turbo won’t supply Skoda the individual parts, only complete warrantied units.

Do not give it any well, and supercharger and turbo 2,400-3,500 rpm, because you might go into limp mode, shut down 2 cylinders or the turbo or both. Worst case a tip comes off the plug under boost / heat / load. Dealership and my regular mechanic say they cant read the codes gut randomly the check engine light comes on, speedometer drops, etc. They say it’s the ESP control module and want over 4K to fix it. So the dealer has been on the phone, apparently it does need a new turbo. They have offered 20% contribution for the repair, spoke to Skoda UK and their answer was that because I had a single service in December outside of network (done to full OE specs) they will not be offering any further goodwill. The EPC light is indicating a problem with the electric power control, if the engine is not misfiring this will need attending to but can be driven to the next services.
