Simple just get into a pursuit at flame 1, crash into loads of things then if you get too many police after you then go to the bus station and wait up there they wont bus you but you can wait until there is a few police left then as long as you don't lose them you can earn cost to state by crashing into other objects with only like 3 or 4 police after you :D it works 100% unless your a beginner.
